With regard to an existing building or casita on the land, which is NOT legalised: A legally qualified architect may apply for, and usually obtain, a certificate for a newbuild, PROVIDED that the building(s) is at least 6 years old. Any existing building WITH A ROOF and which is LEGALISED can be converted to living accommodation. However, the application (project) must be made by a legally qualified architect, and planning permission to 'reform' the existing building must be obtained. Any terrace or patio or outside area CANNOT legally be covered by a roof.
